MIAMI 1994 – FTAA NEGOTIATIONS – ACTION PLAN III – ELIMINATION OF POVERTY AND DISCRIMINATION IN OUR HEMISPHERE.

   Unfortunately, contemporary statesmen and women of the world remain unaware of the need to remember certain historical events that occurred in our evolutionary process and gave shape to natural laws – which are unknown to most - as a result of sociological and moral phenomena. August Comte identified these laws which provide the parameters to foresee the future while accounting for current adjustments to the present. The present, in fact, is a "snapshot."

    The rich and the poor will always exist; our aim should be to lower the number of miserable beings and millionaires and close the gap between the rich and the poor. Success will be determined by each individual’s merit (competence, capacity, ability, altruism, and hierarchy). Therefore the only equality that exists is that of equal opportunity. Unions are formed for the treatment of differences. And, for the continuity of development the way in which our inheritance is passed on is more important than the way the heritage is built. To ensure continuity, extreme caution is needed to avoid destruction. If everyone born were to start from "zero", the evolution of humankind would be very slow.

    To favor the participation of the "forgotten" in present economic life, "leverage" is needed to allow them to surpass the inertia related to a given consumption level and, at the same time, restructure the concept of family, together with " a division of work and the union of efforts" (Aristotle); introducing a maintenance salary and a productivity salary – for those countries that adopt a worker's sociocracy as a regime. Such regime includes many other points; which cannot be defined at this time.

Thanks to the God of theologians, women and men are different. And because of their differences, men and women have different functions and consequently different obligations, and because of these different obligations, they do not have the same rights. Some rights are shared by both sexes but some are different. But this does not mean that women have no political power. To the contrary, it enriches both a woman's status and her political position. A woman who is also a mother who is a member of a family with a male and female child will be paid by the State to provide the children's moral education until their seventh birthday. There must also be a school for married mothers – Model Family (maximum of three children), not only for antenatal but also for pre-moral education (the function and responsibility of religion and primary and secondary schools. Religions have serious obligations to society that go beyond teaching prayer and collecting contributions). Birth control is another issue that needs to be addressed so as to provide the bases for planning. I have a few practical ideas in this respect.

    For the record, I would like to indicate that human beings are not and will never be capital. Human beings have “soul”, in other words, a “psyche”; human beings are not goods. This would be an incorrect application of economics. Because economists only think in dollar terms, they also believe that human beings can be valued in money terms, in $/kg; or that a market price can determine the value of a human being’s “soul" = feelings, intelligence, and character.  …..    With regard to the Indians, it is important to consider the protection of minorities under international public law (which should be called international public duty). Indians form part of another civilization and they do not need our models to live. In comparison with us, they are more advanced in terms of morals.
