FTAA - NEGOTIATING GROUP ON MARKET ACCESS
Seventh Meeting
Miami, February 1-4, 2000
PRESS COMMUNIQUÉ
- The seventh meeting of the Negotiating Group on Market Access was held in Miami, Florida, on February 1-4, 2000. Delegates from the following countries participated
therein: Argentina, Bahamas, Barbados, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Jamaica, Mexico,
Nicaragua, Panama, Paraguay, Peru, Trinidad and Tobago, United States, Uruguay and Venezuela.
- The Group reaffirmed the commitments established in the Toronto Ministerial Declaration and, pursuant to same, agreed that delegations will submit draft texts to be
discusssed as from the next meeting.
- As a result of the work achieved during this meeting and the previous ones, the Group has prepared basic structures and guidelines that would constitute the basis for preparing
the draft text proposals mentioned.
- The next meeting of the Group will take place in Miami, Florida, from May 9-12, 2000.
- Attached to this communiqué is the agenda of the meeting.

- Approval of the agenda
- Mandates of Toronto Ministerial
- Inter-relationships between the Group on Market Access and Agriculture
- Review of the task list contained in document FTAA.ngma/w/132/Rev.2.
- Review of the proposals presented during the first stage of the negotiations
- Identification of the issues addressed
- Identification of the proposals and alternatives presented
(Based on the principal documents prepared by the Group in the previous stage, such as chapter indexes, the comparative matrix of proposals,
and particularly, the report presented to the TNC - FTAA.ngma/01 dated September 24, 1999 - a general frame of reference, index or list will be produced,
that shall identify:
- The general topics, specific aspects, and the points discussed by the NGMA
- Alternative positions expressed or presented in the discussions will be identified in relation to each one of the topics, specific aspects and points discussed by the Group
The result of this work could be a principal element for the definition of the structure and content of the draft text to be submitted by the NGMA. The prior preparation
undertaken by the delegations to participate in the process of identification of topics and proposals will allow us to advance with the speed required)
