CONTRIBUTION IN RESPONSE TO THE OPEN AND ONGOING INVITATION

Within the framework of the negotiations for the establishment of the “Free Trade Area of the Americas (FTAA)”, a commitment was made to determine the base tariff on the basis of which a tariff elimination program is to be negotiated. In this respect, it is important that the level be set at the “World Trade Organization (WTO)” maximum bound level, thus providing sufficient margin for effective negotiation and taking into account that at present, the average level applied is very low; in fact, the countries of this region already lowered its level. Furthermore, Central America should endeavor so that industrialized countries fully comply with their commitments in all areas, considering that it is their responsibility to lower their levels in order to even conditions between all the parties.

In this regard, we respectfully request that the Ministers of the Free Trade Area establish the WTO Maximum Bound Tariff as the basis for the FTAA negotiations, thus strengthening the position upheld by our country and by the Isthmus as a region.
