MIAMI 1994 – FTAA PROCESS – ACTION PLAN –
I. PRESERVING AND STRENGTHENING THE
 COMMUNITY OF DEMOCRACIES OF THE AMERICAS.

STRENGTHENING DEMOCRACY.


Strengthening democracy in countries that merely purport to be democratic will be impossible, in that the strengthening of nothing in turn produces nothing. I therefore propose and suggest that you analyze a system known as the Workers’ Societocracy for such countries, in which an intermediate phase must be created in order to subsequently achieve democracy.

Upon the suggestion of a utopia, such as the one proposed above, the nations involved may agree to analyze and even peacefully implement it. If the FTAA were to organize elections, this idea that would never be accepted, however. Let us avoid conflict. Let us therefore offer intelligent suggestions for reaching our goals, which will help to improve the level of social well-being of human beings in each country and in each family that comprises the FTAA.
