PRESS COMMUNIQUE

The Second Meeting of the Technical Committee on Institutional Issues (TCI) took place from 2-3 August 2001 in Panama. The following delegations attended: Argentina, Bolivia, Brazil, Canada, Colombia, Costa Rica, Chile, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Peru, Uruguay, and the United States.

The TCI agreed on the Agenda and covered all the items on it. The Agenda of the meeting is attached.

The next meeting of the FTAA Technical Committee on Institutional Issues has been proposed to be held in Panama from 22-23 October 2001.

AGENDA

1. General debate on the overall architecture of the FTAA Agreement.

2. Discussion regarding “General Provisions” (Preamble, Purposes and objectives of the Agreement, Principles, Scope and coverage of obligations, Relation to federal or unitary States, Relationship between the FTAA and other agreements – WTO, regional integration agreements).

3. Interaction with other FTAA entities.

4. Discussion of Work Program.

5. Report to the Managua TNC.

6. Other procedural or substantive issues.
