ANNEX A: WORK PLAN

ON THE PARTICIPATION OF CIVIL SOCIETY
WORK PLAN FOR THE COMMITTEE OF GOVERNMENT REPRESENTATIVES
ON THE PARTICIPATION OF CIVIL SOCIETY
Pursuant to the mandate handed down by the Ministers in the Toronto Declaration,
the Committee of Government Representatives on the Participation of Civil
Society (the Committee) will extend a new open invitation to civil society in
FTAA participating countries to submit their views in writing on trade matters
related to the FTAA process, as stipulated in the San José Declaration. To that
effect, the Committee has agreed on the Work Program outlined in this document.
- An open invitation for written submissions from civil society will be posted
on April 10, 2000 on the FTAA Official Website and disseminated widely by
individual FTAA governments as they deem it appropriate.
- The deadline for the receipt of written submissions during the second phase
of the FTAA negotiations culminating in the Ministerial meeting scheduled to be
held in Buenos Aires (April 2001) will be September 30, 2000.
- All written submissions are to be addressed to the Chair of the Committee and
sent to the Tripartite Committee/United Nations Economic Commission for Latin
America and the Caribbean (ECLAC), Washington Office. All written submissions
will be acknowledged by the Chairman in the language of the submission (Annex
1).
- The written submissions shall comply with Paragraph 4 of the open invitation
to civil society, which is attached hereto (Annex 2).
- Acting on behalf of the Chair, the Tripartite Committee will prepare a matrix
including those submissions which comply with paragraph 4 of the open
invitation. The matrix should include the following information, in accordance
with the format established in Annex 3:
(1) document number
(2) name of person(s)/entity(ies) originating the submission
(3) address
(4) country (ies) / region (s)
(5) date received
(6) number of pages
(7) language
(8) issues addressed
- Based on this matrix, the Tripartite Committee will forward electronically to
all Committee members a monthly update of the list of submissions received.
- The FTAA Administrative Secretariat will be responsible for translating the
Executive Summary of each written submission into the working languages.
- The FTAA Administrative Secretariat will photocopy and distribute the
Executive Summaries in both working languages to all Committee members one month
prior to the Committee meetings. The Committee members may request copies of
full written submissions, in the requested language, at any time from the
Administrative Secretariat.
- The Committee will analyze the written submissions determined to conform with
paragraph 4 of the open invitation to civil society, and, on this basis, will
prepare a Report to the Ministers. The Committee will undertake to finalize the
report at least thirty days prior to the last TNC meeting before the
Ministerial.
- The Committee will hold its next meetings in June, October and when deemed
appropriate to discuss the preparation of the report to the Ministers.
- The Committee will recommend that the TNC forward this report, along with
the previous report, to Ministers.
