MIAMI 1994 – FTAA PROCESS – PLAN OF ACTION I – PRESERVING AND STRENGTHENING THE
COMMUNITY OF DEMOCRACIES OF THE AMERICAS.

STRENGHTENING OF SOCIETY/ COMMUNITY PARTICIPATION

A civil society (proletariat, employers, bankers, public officials; artists – Fine Arts [poets, painters, sculptors, mime artists, musicians, and architects] and Arts for the Good/Well-Being [pedagogues, medical doctors, politicians, and specialists in law and duties)], the military, and priests (Christian scientists, theologists, fetishists, etc.), where State and Church are separated, and in which the government leaders have attended and successfully completed studies at the national school of statesmen and women, having learned the fifteen laws of supreme fatality, common to the natural laws of science: morals, sociology, biology, chemistry, physics, astronomy, and mathematics, with their respective technological applications, where altruism prevails over egotism, in order to establish the conditions to implement the rule of the constructive destiny and development of nations. Hence where there is progress, for the development of order. That it be a republic and not a monarchy; that it be republican in nature, supervised by a sovereign assembly, established in a sociocratic constitution.  The assembly will be made up of the various sectors of society, directly elected by the strata of society: Military, 10%; Intellectuals, 20%; Public Officials, 20%; Employers, 15%; Workers, 15%; Politicians, 20%. The latter will be democratically elected by the people. Included in this group is the judiciary, supervised by a national council of justice, which, in turn, is monitored by an assembly. The different states would form an industrial and peaceful federation governed by a budget and planning chamber (BPC), with the participation of the Executive. More details will be provided at a later date. I have more information to complete the picture and justify the players. The system provides for extensive freedom of the press and government responsibility, especially at the Executive Branch level.

. The Governments:

  • Will follow the Inter-American Development Bank’s work to develop a new program for civil society, aimed at encouraging responsible and reliable philanthropy and the participation of civil society in public policy affairs. There is no need for philanthropy; this proposal promotes the creation of the "Industry of the Miserable.”
