Summary

The attached document deals with the consensus reached by the business sector of Guatemala on all FTAA themes being negotiated.

Therefore, concrete and specific positions are expressed on such varied subjects as how to deal with duties, subsidies, dumping in the service area, safeguard implementation period, verification of origin procedure, etc.

The proposals contained in this document, reflect the special and varied treatments that smaller developing nations of the hemisphere, for example Guatemala, require to benefit from trade liberalization as set out in a legal instrument, such as the FTAA Agreement, and on a continent having such great differences in economic development and impact on the market.

Moreover, the business sector of Guatemala believes it should refer to some matters that are neither negotiated themes nor included in the FTAA organizational plan, however, some countries and organizations strongly believe that environmental and labor themes should be integrated into the trade negotiations.
