FTAA - NEGOTIATING GROUP ON INTELLECTUAL PROPERTY RIGHTS

Twenty-First Meeting

Puebla, 23 to 25 June 2003

PRESS COMMUNIQUE

The Twenty-First Meeting of the FTAA Negotiating Group on Intellectual Property (NGIP) was held in Puebla from 23 to 25 June 2003. The NGIP Chair, Mr. Orlando Jorge Mera of the Dominican Republic, presided over the meeting. Ms. Aura Ocando, of Venezuela, served as Vice Chair.

The Group’s discussion followed the approved agenda (attached). The NGIP addressed all of the items on the agenda.

Pursuant to the mandate of the Quito Ministerial, the NGIP reviewed and made progress with Part I. General Provisions and Basic Principles; Part IV. Technical Cooperation; Part V. Transitional Arrangements; and Part VI. Other/Final Provisions.

The Chair reported that since the Twentieth Meeting of the NGIP and in response to the open invitation issued to civil society, nine contributions had been received from civil society and these are contained in the following documents:
a. FTAA.soc/civ/83, of 27 May 2003, from the Recording Industry Association of America (Argentina, Brazil, Canada, Colombia, Chile, Ecuador, Mexico, Peru, United Status, Uruguay, and Venezuela).
b. FTAA.soc/civ/85, of 27 May 2003, from Nicolás de Torrente, Executive Director, Doctors without Borders.
c. FTAA.soc/civ/87/Add.1, of 27 May 2003, from Douglas Jake Caldwell, Trade and Environment Programs Manager of the National Wildlife Federation.
d. FTAA.soc/civ/88, of 27 May 2003, from Gretchen Gordon, Citizens Trade Campaign of the United States.
e. FTAA.soc/civ/91 and Add 1, of 3 June 2003, from Thomas Catania, Chairman, U.S. Section of the Brazil-U.S. Business Council, and Mario Villares, Chairman, Brazilian Section of the Brazil-U.S. Business Council
f. FTAA.soc/civ/92 and Add 1., of 3 June 2003, Regional Office for Latin America and the Caribbean of Consumers International, Chile.
g. FTAA.soc/civ/93, of 3 June 2003, from the International Gender and Trade Network.
h. FTAA.soc/civ/94, of 3 June 2003, from the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) and United Steelworkers of America (USWA).

The Chair informed the Group of the proposals made in these contributions and encouraged the delegates to review them and to take them into consideration as they progress in their work and to incorporate them into their own text proposals, as appropriate.

Delegates from the following 15 countries were present: Argentina, Brazil, Canada, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Jamaica, Mexico, Panama, Peru, Trinidad and Tobago, the United States, and Venezuela.

The next meeting of the NGIP will be held from 11 to 13 August 2003.
