FTAA - NEGOTIATING GROUP ON
INTELLECTUAL PROPERTY RIGHTS PRESS COMMUNIQUÉ The Nineteenth Meeting of the FTAA Negotiating Group on Intellectual Property (NGIP) was held in Puebla from 21 to 23 April 2003. The NGIP Chair, Mr. Orlando Jorge Mera, of the Dominican Republic, presided over the meeting. Ms. Aura Ocando, of Venezuela, served as Vice Chair.The Group’s discussion followed the approved agenda (attached). The NGIP addressed all of the items on the agenda. The NGIP Chair summarized the results of the Thirteenth Meeting of the TNC, held in Puebla from 8 to 11 April 2003. The Chair made reference to document FTAA.TNC/22, “Guidance and Instructions to the FTAA Entities”, particularly with regard to the following: Text and Other Issues, the Consultative Group on Smaller Economies, and Transparency and Participation of Civil Society. Pursuant to the mandate issued at the Quito Ministerial Meeting, the NGIP discussed and made progress on Part II, Intellectual Property: Section 5, Patents; Section 7, Utility Models; Section 9, Rights of Breeders of Plant Varieties; and Section 10, Undisclosed Information. The Chair reported on the distribution of two new contributions on intellectual property that had been received since the Eighteenth Meeting of the NGIP, in response to the open invitation to civil society. In attendance at the meeting were delegates from the following 16 countries: Argentina, Brazil, Canada, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guatemala, Mexico, Panama, Peru, Trinidad and Tobago, the United States, Uruguay, and Venezuela. The next meeting of the NGIP will be held from 26 to 30 May 2003.
