FTAA – NEGOTIATING GROUP ON GOVERNMENT PROCUREMENT


PRESS COMMUNIQUÉ


The Seventh Meeting of the FTAA Negotiating Group on Government Procurement (NGGP) was held in Miami, Florida from August 21-24, 2000. Delegates from the following countries participated: Argentina, Bahamas, Barbados, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Ecuador, Guatemala, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Trinidad and Tobago, Uruguay, United States and Venezuela.

The NGGP began a discussion on Scope, Requirement for Suppliers, Formulation of Specifications for the Bidding Process, Procedures for Hearing and Reviewing Complaints/Appeals and Institutional Issues. It continued with a further discussion on Concept and Subject of Public Sector Procurement and Principles/ Treatment Granted to Domestic and Foreign Goods, Services, Public Works and their Suppliers.

The Ninth Meeting of the NGGP will take place in Miami, Florida, from 11-13 October, 2000.

  1. Development of the text of an Agreement using the Annotated Outline of the Normative Framework on Government Procurement as a frame of reference.

    1. Discussion of elements on Scope, Requirement for Suppliers, Formulation of Specifications for the Bidding Process, Procedures for Hearing and Reviewing Complaints/Appeals and Institutional Issues.

    2. Further discussion of elements on Concept and Subject of Government Procurement, Principles/ Treatment Granted to Domestic and Foreign Goods, Services and Public Works and their Suppliers

    3. As required, discussion of the remaining elements

  2. Discussion on approach to be taken to meet the Toronto Ministerial mandate.

  3. Discussion on a common understanding on statistical information systems.
