FTAA – TRADE NEGOTIATIONS COMMITTEE

JOINT COMMUNIQUÉ OF CO-CHAIRS

After consultations with other delegations, the Co-Chairs of the Trade Negotiations Committee (TNC) held consultations in Washington, D.C. on April 29 and May 3, 2004, regarding the status of the informal consultations among countries participating in the FTAA negotiations that have taken place since the Seventeenth TNC meeting held in Puebla, Mexico in early February.

In the assessment of the TNC Co-Chairs, consultations to date have made good progress toward consensus on preparation of guidance by the TNC, as required by the Miami Ministerial, to the FTAA negotiating groups for developing a common and balanced set of rights and obligations to be applicable to all countries and to develop procedures for plurilateral negotiations among FTAA countries who wish to undertake additional liberalization and disciplines within the FTAA.

The Co-Chairs of the TNC agree that there is a need to continue informal consultations and will meet again later in May in order to make further progress in the FTAA negotiations.

DECLARACION CONJUNTA DE LOS COPRESIDENTES

Tras haber hecho consultas con otras delegaciones, los Copresidentes del Comité de Negociaciones Comerciales (CNC) efectuaron consultas en Washington, D.C. el 29 de abril y el 3 de mayo de 2004, con respecto al estado de las consultas informales entre países que participan en las negociaciones del ALCA que se han realizado desde la Decimoséptima Reunión celebrada en Puebla, México, a comienzos de febrero.

Según la evaluación realizada por los Copresidentes del CNC, las consultas efectuadas hasta la fecha han logrado un buen avance hacia el consenso con relación a la elaboración de orientaciones por el CNC, según lo requiere la Ministerial de Miami, a los grupos de negociación del ALCA para desarrollar un conjunto común y equilibrado de derechos y obligaciones que sean aplicables a todos los países y desarrollar procedimientos para las negociaciones plurilaterales entre los países del ALCA que deseen emprender liberalización y disciplinas adicionales en el marco del ALCA.
