FTAA – NEGOTIATING GROUP ON SUBSIDIES, ANTIDUMPING AND COUNTERVAILING DUTIES

Eighteenth Meeting

Panama, 4- 6 December, 2002

PRESS COMMUNIQUÉ 

The Eighteenth Meeting of the Negotiating Group on Subsidies, Antidumping ,and Countervailing Duties was held in Panama City from 4 to 6 December 2002, under the chairmanship of Mr. Adrián MAKUC (Argentine Republic). and with 19 delegations in attendance: Argentina, Bahamas, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Mexico, Panama, Paraguay, Peru, Trinidad & Tobago, United States, Uruguay, and Venezuela.

The meeting proceeded in accordance with the following agenda:

  1. Briefing on the Quito Ministerial Meeting

  2. Approval of the Work Program

  3. Draft chapter on subsidies, antidumping and countervailing duties

    1. Presentation of new proposals, including proposals on competition, to be incorporated into the draft chapter
       
    2. Review of Articles 1 through 5
      - Article 1: General provisions
      - Article 2: Determination of dumping or subsidies
      - Article 3: Determination of injury
      - Article 4: Definition of domestic industry
      - Article 5: Initiation of investigation and investigation procedures; Initiation and subsequent investigation
      - Definitions

  4. Identification of options for deepening subsidies disciplines
     
  5. Communications from other FTAA entities

  6. Other business
The delegations discussed all the items on the agenda for the Meeting and drafted a new revised version of the draft chapter on subsidies, antidumping and countervailing duties, which reflects the results of the discussions.

The Negotiating Group approved the Work Program for the meetings to be held through the end of the first half of 2003.

The next meeting of the Negotiating Group will be held from 27 to 30 January 2002.
